[edit] Overview
The Heretic is an Amarr Interdictor. It was significantly improved in August '07, giving it an affinity to missiles and modifying various stats. It's a pretty decent little ship, with a solid slot setup capable of doing solo, small gang, and fleet combat. It's cheaper than the Sabre, its Minmatar equivalent which for some reason seems to matter a lot to people.

Destroyer Skill Bonus: 5% bonus to rocket damage and 10% bonus to rocket and missile explosion velocity per level - note, damage bonus applies to ALL rockets, not just EM.
Interdictors Skill Bonus: 10% bonus to missile velocity and 10% bonus to Interdiction Sphere Launcher rate of fire per level
Special Ability: Interdiction Sphere Launchers require 99% less CPU when fitted on this ship

ALWAYS FIT A CLOAK ON YOUR FLEET DICTORS. Seriously, if you don't fit a cloak on a fleet dictor, you're a fucking idiot. This lets you warp in, bubble, pulse mwd away and cloak. Then 2 minutes later when your bubble expires you can decloak and bubble again, and if the fight is raging you'll probably be able to cloak and do it all again. If you don't fit a fucking cloak you'll get blown up in two seconds as everyone shoots dictors that are on top of their fleet.
Double Bubble/MSE Variant: Drop the overdrive for a Co-Processor II, drop all the launchers, drop the Scrambler and add a best named MSE and the extra bubble launcher, you're not staying around tackling anything in fleet battles anyway faggot.
Also add a named 125mm Gatling Autocannon and you can actually get on killmails, since the only people who actually try to warp inside bubbles are usually dumb goons aggroing you on a gate.

Yes, it's slow compared to a nano-fit. Yes, it has pathetic EHP. It also guarantees you land on top of an enemy sniper fleet within ten seconds of the first ship landing on grid. Half of them won't even have finished leaving warp. Your chance of death per engagement goes up to 80% from 50%, who cares: you get the perfect bubble every fucking time.
