Downtime happens at 11:00 evetime

Only lasts 30 mins on Saturday and Sunday?

Anecdotal evidence ahoy: Downtime may not actually last the entire hour. I usually get out of bed just after downtime but sometimes just before and several times I've successfully logged in well before the full hour had passed. The earliest of those times, being only 36 minutes after downtime started. I was successfully logged in for the duration of the hour and experienced no wait time for the node that controls 77s8 to come up, meaning that once I got to the login screen I was immediately able to enter the hangar without getting the "server is still booting" message.
